Russian 3G license tender results announced
The results of the 3G tender in Russia on operators activity licensing in IMT-2000/UMTS standard networks have been announced. The winners named are the largest Russian operators MegaFon, Mobile TeleSystems and VimpelCom.
The Chairman of the tender commission Alexander Krupnov said that, while preparing for the tender, Infocommunication Union (former - 3G Association) had taken into consideration the foreign experience while keeping in mind Russian market peculiarities. Russia has an opportunity to step over the initial development stages and to build 3G networks on the basis of the newest technologies at once.
"The tender conditions have been made in such a way that it was quite difficult to estimate the projects. It was necessary to take into consideration work experience, number of licenses and business plans on 3G network deployment," he said. "There were a number of companies for which participation in the tender was simply a promotional step. There were also absolutely young operators, without any experience in mobile communication services provision ".
Deputy Head of Rossvyaz Svetlana Vlasova noted that the commission under Alexander Krupnov's chairmanship "had led great work. The tender has been organized according with the legislations, the commission has made the objective decisions, and the elimination of the candidates was justified".
Commercial operation of 3G networks in Russia is scheduled for the end of this year – beginning of next year. The terms and volumes of 3G networks construction are fixed in the licensing requirements, and the companies which have received the licenses are expected to work on clearing of the allocated radio-frequency bands necessary for 3G networks.
