It builds on Brookfield’s plans, announced in 2025, to invest up to €8.78bn in Swedish AI infrastructure
Telia and Brookfield have entered a long-term strategic partnership with the aim of strengthening Sweden’s and Europe’s digital sovereignty, and encouraging adoption of AI in the private and public sectors. According to Accenture, 61% of organisations say geopolitical tensions make them more likely to seek sovereign AI technology.
The partnership builds on Brookfield’s plans, announced in In June 2025, to invest up to SEK95 billion (€8.78 billion) in Sweden’s AI infrastructure. The planned AI factories are dependent on timely access to power and could be in one or more locations across Sweden. Telia’s system integrator, Telia Cygate, is to operate and deliver sovereign AI services on top of this infrastructure.
On Telia’s side, the partnership is leveraging its expertise as a long-established provider of mission-critical communications services. Telia will connect Brookfield’s planned AI facilities to its nationwide fibre network and deliver core components of the facilities’ digital infrastructure.
Telia Cygate recently established a dedicated unit for sovereign AI. It will lead and manage a secure operations centre inside the facilities, staffed by IT professionals with security clearance.
Full operational oversight
This set-up will give Telia full operational oversight, from physical access to data management, meaning the Al cloud services are delivered under Swedish jurisdiction and according to local laws on data sovereignty. Telia will have the exclusive right to market and sell the project’s AI cloud services to enterprise and public sector customers in Sweden.
